Brownfields Redevelopment | Missouri Department of Natural Resources; Turning Blight into Beauty

You hear the term “blight” so often when discussing the landscape of our forgotten neighborhoods that it is often hard to see the opportunities these areas still possess. The Missouri Department of Natural Resources has spent decades reminding our cities that environmentally hazardous properties still have a lot of life left in them.

MO DNR, through the help of the Missouri Department of Economic Development, has developed a robust program to help interested property owners give new life back to environmentally distressed land. Through the Brownfields Program property owners can apply for financial assistance for the responsible clean up and restoration of environmental hazards on their properties. The eligibility criteria is wide and while the upfront application process is lengthy, the benefit is definitely worth your time. Brownfields can be used for something as simple as asbestos removal or as complex as soil decontamination and everyone is able to apply. This is not a program reserved for big business or municipalities. The Brownfield program prides itself on its successes with the community, with local owners, and the creation of new green spaces. To see some of the more note-able “wins” in our state from Brownfields, or find out how to apply for the program use the link below.

2023 in Review

Year in review text in lightbox on winter table

2023 has marked a year of change in our district. As a board we have been excited to see the new businesses, increased community activities, and valuable partnerships that have sprung up all over the corridor. As the year comes to a close, we are reflecting on the core mission of our organization and the ways we have put our mission in action this year.

Beautification
In addition to the landscaping projects completed in the spring we are excited to announce that Truman Road will soon be home to ” light pole banners” celebrating the “Truman Road Has Heart” campaign. These banners which feature our core message of revitalization while highlighting the districts rich history and forward progress.

Website and Social Media Launch
Connection to our community is key and that is why after years in the making we have finally launched our CID website/ social media presence. The CID site helps us deliver resources, updates, and project details to our members and we are so excited to finally be able to connect with each and every one of you.

City and Social Service Collaboration
Our most notable accomplishment this year was our partnership with the City of KCMO, KCPD, KC Fire Department, and countless social service agencies to clear a homeless encampment located at 13th and Spruce. Through the tireless efforts of many unsung heroes we were able to assist the homeless in relocating, finding treatment facilities, re housing options and resources. This multi-month effort marked a first in KC history and is a beautiful example of how compassion and human investment can lead to positive change. The lot, now slated for new development was cleared of several tons of debris and is now a shining example of how true team work can create results.

As we close out this year, we look forward to what 2024 will bring and how we as an organization can better serve our members in the coming season. If you have ideas … we would love to hear them, so please don’t hesitate to drop us a line or a project idea for 2024. This is just the beginning and we can wait to continue to help each of you build your businesses, beautify our area, and create a safe/vibrant corridor we can all be proud of.

PIAC Grants Awarded to Truman Corridor

The Truman CID submitted applications for multiple City of Kansas City, MO PIAC (Public Improvement Advisory Committee) Grants in the fall of 2022. We just received word that two of our applications have been approved for funding! This is great news for the Truman Corridor. These grants will help with beautification and area improvements.

Truman CID requested additional funding for the purchase and installation of 30 trees to replace a series of dead and/or missing trees on East Truman Road, from Indiana to White Avenue and North to East 12th Street and South into Blue Valley Neighborhood. This proposal also asked for funding to complete minor landscaping plantings in the corridor.  We hope that this project will encourage a major reduction in trash being discarded through the corridor and provide benefits to residents and businesses in the area. The funding of $29,700 has been approved for this project in the Fiscal Year 2022-2023.

Our second request was submitted to address and improve the flood mitigation at East 12th Street. These improvements would include infrastructure improvements to divert rainfall at the intersection of East 12th Street and the railway overpass and Elmwood Ave., stormwater BMP implementation with landscaping effects to retain as much water as possible and provide an attractive appearance to the rest of East 12th Street, and regrade the road at this area to divert excess water into BMPs nearby with the same mitigation effect extended to more drainable space. The funding of $112,500 has been approved for this project in the Fiscal Year 2022-2023.

We are very excited to receive funding for these two major improvements in the Truman Corridor. A big Thank You to the KCMO Public Improvement Advisory Committee, City Council, and Mayor Quinton Lucas!

Truman Road Bike Lane Adjustments

There have been new developments surrounding the bike lanes along Truman Road. On March 1, 2023, the Kansas City, Missouri, City Council voted on a plan that would reconfigure the bike lanes in the area.

Under the reconfiguration, the existing two bike lanes – one on each side ofTruman Road – would be consolidated into a single, multi-purpose lane that would support travel in both directions. The lane would support multiple modes of transportation, including pedestrians, bicyclists and others. Both sides of Truman Road will also have dedicated 24-hour permanent parking.

The City stated that it would take four to six weeks to implement the plan.
